my money is on a sticky cable or calliper slide.
When I freed up my cables I cleaned them internally by running kero though while running back and forwards then washed the kero out with oil till clean oil came out the bottom. Biggest trick with the cables is good boots at both ends. I got boots off Nissan Pulsar clutch cables to replace mine. Make sure the wrecker isnt looking as you have to cut 4 clutch cables to get a set of boots. If you dont have boots everything accumulates in the lowest part of the cable near the rear end
The slides on the calipers are terrible for sticking. Even with new boots on the bolts mine need to be loosened up every 12 to 18 months. I know what you mean about handbrake tests by the wof guy. Its not a good handbrake design and only works adequately if everything is perfect. Get a small pack of brake lube from your favourite parts store to lubricate these slides. Its 5 or 10 bucks for a single use pack which will do both sides and maybe the fronts as well and it is worth it.
Sanding your knuckles before starting work can help. That way you cant skin them
